Approximately eight million items circulate through the South African Post Office's distribution system daily. It has been estimated that approximately 18 per cent of these are reworked items. The two major reasons why these items must be processed more than once are :
- incorrect addressing; and
- inaccurate sorting by postcode because the incorrect postcode is used by the sender.
Procedure to have lists or databases graded
Clients have to follow the following procedure to have their postal address lists or databases graded:
A-graded clients
At least 97 per cent of the postal addresses must be correct.However, clients are encouraged to use the higher grading scale per category of 97 per cent to 100 per cent to gain rebates and discounts.
Criteria applicable
The following criteria apply:
- The database or address list must be rechecked every six months, but this may be done more frequently should the Post Office deem it necessary.
- Clients who have 10 000 or fewer records need to have their databases or address lists checked once a year.
- A certificate indicating the client's grading is required for each consignment.
- A bulk mail delivery note must contain only one client grading. If the client buys more than one list and wishes to merge them for mailing purposes, he is entitled to do so, provided that the final mailing list is graded by a PAMSS and a certificate is issued.
- Grading certificates are not transferable.
- Rebates (see domestic rebates in this document) will be forfeited on consignments that do not meet the Post Office bulk mail criteria and conditions.
